Unless you have enormous enclosures, containing a lot of animals, then you could be wasting manpower and money by having that many keepers.
As a general rule of thumb, one keeper should be able to look after about 12 animals, depending on the species (some eat more or are more poopy than others), as long as he has easy access to them. Always have plenty of gates and as direct a route as possible to help with pathing.
Another trick, if you have a few enclosures right next to each other with no paths between them, is to have no exterior gates. He will then just stay within those exhibits and be more efficient by not always going outside and then back in again.
